Government Support for Decarbonising Public Sector Buildings

What is the Low Carbon Skills Fund (LCSF)?

The Public Sector Low Carbon Skills Fund (LCSF) is a government-backed initiative that helps public sector bodies build the expertise and plans needed to decarbonise their estates. The scheme enables organisations to engage specialist consultants and technical advisors, such as Education Consultancy Services, to develop comprehensive heat decarbonisation plans and detailed designs.

These plans and designs serve as both a foundation for a Public Sector Decarbonisation Scheme (PSDS) application and also a long-term strategy for decarbonising the estate. This ensures a structured and strategic approach to implementing low-carbon efficiency measures.

Important Update

Salix Finance has confirmed that there will be no LCSF funding round for the 2025–2026 financial year.

We understand this may impact schools and trusts that were planning to develop Heat Decarbonisation Plans or explore energy efficiency projects through this route.

While this funding stream is currently unavailable, we encourage you to get in touch with our team to explore other potential funding opportunities and alternative ways to progress your sustainability goals.

A Strategic Plan to Replace Fossil Fuels with Low-Carbon Heating Solutions

What is a Heat Decarbonisation Plan (HDP)?

A Heat Decarbonisation Plan (HDP) is a strategic document that outlines how an organisation will transition away from fossil fuel-based heating systems to low-carbon alternatives. It provides a structured approach to assessing current heating infrastructure, identifying energy efficiency improvements, and planning the implementation of renewable and low-carbon heating solutions, examples include provisions such as heat pumps or district heating. Developing an HDP is a crucial step in helping public sector organisations align with the UK government’s net-zero targets and carbon reduction commitments.
